Russell provided Construction Management services to Knox County/City of Knoxville for construction of Phase I of their Justice Center Complex.

Phase I consisted of:

• Knox County Jail Intake Center (200,000 g.s.f.; 472 beds)
• Knox County Sheriff's Office (116,000 g.s.f. with forensics lab, K-9 kennels, property and gun vaults, and Emergency Operations Center).
• Structured parking for 300 + vehicles
• Connecting Tunnel from the law enforcement block to the Courts block to provide for the secure movement of adult detainees
