Program Management applies professional management sciences to a capital improvement program over its cycle from inception to completion in order to control schedule, budget and quality. It encompasses all phases of project delivery from preplanning, permitting, zoning, financing, design, procurement, construction, commissioning and move-in.
Russell operates as the Owner's Manager/Advocate responsible for the comprehensive cycle delivery, or as an extension of the client's staff and provides component services.
