Jeffrey Cowan, Director of Operations began his apartment industry career with H. J. Russell & Company in September 1990, where he served as Resident Manager, was promoted to Regional Property Manager and finally to Director of Training and Compliance until April of 2000.
In April of 2000, Mr. Cowan left the affordable housing arena to focus primarily on commercial and conventional housing for approximately seven years.
In March of 2007, Mr. Cowan rejoined the Russell Team once again as Director of Operations, providing operational support for all communities within the Property Management Division.
