H. J. Russell & Company Attends Groundbreaking for Dallas Police Department Law Enforcement Training Center

DALLAS, TX (September 3, 2026) – H. J. Russell & Company joined City of Dallas officials, Dallas Police Department leaders, the University of North Texas at Dallas and community stakeholders for the groundbreaking of the new Dallas Police Department Law Enforcement Training Center.

Representing H. J. Russell & Company at the ceremony were Michael B. Russell, Sr., Brian Choate, Billy Lynch, Courtney Kelly, Ramon Davis and Kevin Johnson.

The milestone marks the beginning of construction on a long-awaited investment in law enforcement training and public safety in Dallas. The new 20-acre training campus will be located at UNT Dallas and will provide modern training and educational facilities for future recruits and current officers.

Plans for the center include basic and in-service training facilities, indoor and outdoor physical training areas, classrooms, computer labs, community and event space, and a Criminal Justice Center. The partnership with UNT Dallas will also create opportunities for police recruits and current officers to earn college credit toward a degree while completing eligible law enforcement training.

The new center will replace the Dallas Police Department’s current training academy, which has operated from a facility originally intended as a temporary location since 1990. The purpose-built campus is designed to strengthen officer training, professional development and recruitment while creating a closer connection between law enforcement education and higher education.

H. J. Russell & Company’s presence at the groundbreaking reflects our continued commitment to Dallas and to supporting investments that contribute to the growth and strength of the communities where we live and work.

The Dallas Police Department Law Enforcement Training Center is expected to open in 2028.
