The Hartsfield- Jackson Development Program (HDP) is the City of Atlanta’s $6.2-billion Capital Improvement Program (CIP) for Hartsfield-Jackson Atlanta International Airport. The objective of the CIP is to support the airport’s overall mission by planning, designing, building and maintaining substantial infrastructure facilities in a concerted effort to:

  • Meet projected growth in domestic and international travel demand
  • Reduce flight delays that affect passengers
  • Increase airfield and terminal capacity
  • Enhance overall customer service
  • Grow Department of Aviation business opportunities

As a member of the program management team, Russell, an equal share joint venture partner of International Aviation Consultants (IAC), played a key role in the execution of this program. Russell’s duties included:

The CIP included:

  • Fifth runway (Runway 10-28) – $1.2 billion
  • Maynard H. Jackson, Jr. International Terminal – $1.5 billion
  • Consolidated Rental Car Facility (CONRAC) – $594 million
  • Central passenger terminal complex improvements – $670 million
  • Other airfield projects – $463 million (taxiway fillets, runway safety area improvements and an end around taxiway of Runway 8R threshold)
