SUMMARY OF JOB
Russell is currently seeking a Director for Support Services in our Atlanta, GA office to support the Centralized Project Management Office (CPMO) in support of our client, Metropolitan Atlanta Rapid Transit Authority (MARTA) pursuit of rehabilitating, enhancing, and expanding their light and heavy rail infrastructure, bus rapid transit lanes, transit facilities and stations, and state of good repairs initiatives. Responsible for managing project controls for engineering, construction, and all relative cost projects for a major capital improvement program.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Establishes controls and operating policies that identify, monitor, and mitigate risk factors that could impact the success of a project.
Ensures project control reporting documents are produced clearly and reflect the schedule and time status, cost or budget considerations, changes, supplier performance, and other risk levels.
Assist with the development, review, and analysis of program and project schedules.
Assist with program and project data analysis to gage process and assess gaps for senior management engagement.
Provide oversight, management, and quality assurance of deliverables from the project controls system.
Assist, analyze, and Earned Value for projects.
Provide oversight of the development, coordination, and execution of risk registers as part of the risk management program.
Assists in the management of Jacobs’ contract with the client as well as oversight of company requirements for project management.
Should be knowledgeable of Oracle Primavera 6, Microsoft Office Suite of Software, and a major data management system (eBuilder, PMWeb, Unifier).
Must be able to operate a vehicle to visit project sites to assess project conditions, engage clients and vendors, etc.
Must work from a client office regularly.
Must be capable and confident in presenting data in a spreadsheet or PowerPoint form to the client’s senior management staff.
Performs work in a safe manner and actively encourages others to do the same.
QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE
BA or BS in Project Management, Construction Management, or Engineering.
Certified Project Director (CPD).
ORACLE Experience.
Certified Construction Manager (CCM) or Project Management Professional (PMP).
Relevant Knowledge & Skills:
Certification is desired, as stated above, in one or several of the categories but is optional,
At least 12 years of project cost control and scheduling experience,
Experience working on various projects, including coordinating, and executing project issues.
Specific experience in cost engineering functions – including cost estimating, cost control, change management, and cost analysis,
Experience in project controls and commercial operations, with emphasis on project controls and financial issue,
Strong communication skills, both written and oral,
Strong working knowledge of multiple project delivery methods – construction management at risk, design-build, indefinite-delivery, indefinite-quantity, and traditional design bid build,
Self-motivated initiator; demonstrated through professional society involvements or related activities,
Capable of managing a team to resolve project issues arising from operations and requiring coordination with other departments. Has experience in cost management for several contract delivery types, including Construction Management At-Risk, Design/Build, Design/Bid/Build, Job Order Contracting, and Progressive Design/Build.
An understanding of Earned Value Management is preferred.
