SUMMARY

As a Project Manager, you will manage a Project Team, Project Stakeholders, consultant(s), and contractors as necessary to rehabilitate, enhance and expand the client’s, City of Atlanta Department of Aviation, Capital Improvement Program. This will include managing activities, operations, and resources necessary to carry out and ensure that projects are completed on time, within budget, and in accordance with project documents. In this role, you will enforce contract provisions and resolve budgetary, technical, and scheduling issues.

ESSENTIAL DUTIES AND RESPONSIBILITIES – Includes the following. Other duties may be assigned.

Manages all aspects of Project Planning which includes the development of project management plans to identify stakeholder needs. Investigates and considers alternative approaches and concepts, to ensure the development of the most appropriate project solutions.

Manages all aspects of Project Design. Provides overall project management and coordination with architectural/engineering professionals. Coordinates with staff, other agency officials, local governments, architects/engineers, etc. to develop preliminary schedules, procurement project requirements, and detailed scope of work estimate by development of the design documents for bid. Manages the development of feasibility and environmental impact studies, preliminary engineering, and conceptual designs for major capital investments. Manages the preparation of project scopes of work, plans, schedules, and budgets.

Manages all aspects of Project Implementation. Manages project procurement and all construction activities necessary to execute capital projects. Manages the quality and safety of work performed on capital projects. Implements change management processes and carry out project communications throughout the organization. Coordinates the acquisition of real estate parcels required for capital projects if necessary.

Performs Project Monitoring & Controlling. For the duration of the project life cycle, manages the preparation of progress reports to monitor and control capital projects. Monitors all aspects of projects assigned. Manages the schedules and budgets to ensure positive project performance. Conducts monthly project status briefs to upper management.

Performs work in a safe manner and actively encourage others to comply with safety rules and regulations, including wearing of personal protective devices.

EDUCATION and/or EXPERIENCE

Bachelor’s degree in engineering, construction management, project management, or related discipline is required

Eight years of progressively responsible experience in the full project lifecycle of planning, design, contract preparation, procurement, and implementation of large-scale construction or integrated systems capital improvement projects

Comprehensive experience in the preparation, budgeting, negotiation, and administration of contracts with both public and private organizations is desire.

Experience preparing scope statements, project work plans, and forecasts is desired.

REQUIREMENTS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.

Ability to write reports, business correspondence, and procedure manuals.

Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists

Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
