SUMMARY

Performs contract management of assigned construction contracts and coordinates administration of those contracts within the Authority. Provides liaison between the resident engineers and the Authority’s staff/General Engineering Consultant’s staff. Carries out major assignments in conducting the engineering & construction activities of the business. Performs work that affects business operations to a substantial degree.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Oversees and coordinates construction, engineering and contract administration activities with Project Managers, the Authority’s General Engineering Consultant, Resident Engineers, Contract Administrators, and other MARTA staff.

Reviews, comments, and provides suggested changes to proposed construction contract documents and plans before advertising and bid.

Maintains up-to-date computerized records of all contract data.

Works with the Contract Administrators to finalize and prepare contract change orders.

Coordinates administration of construction contracts.

Manages field activities related to pay applications and works with the Contract Administrator to finalize and prepare the pay applications.

Regularly updates information in Project Manager (P6)/other databases.

Performs field inspections on an as needed basis.

Maintains submittal register.

SUPERVISORY RESPONSIBILITIES

Provides direction on all jobsite activities, including construction and field engineering within the Resident Engineer Field Office. Activities are directed toward the completion of MARTA rapid rail and facility construction/renovation/rehabilitation projects. May be responsible for multiple projects concurrently. Suggestions and recommendations as to hiring, firing, advancement, or promotion are given weight.

SAFETY RESPONSIBILITIES

Follow the work practices and standard operating procedures for this position. Use and/or wear the appropriate equipment, protective devices, or clothing that MARTA requires. Report health and safety concerns related to performing the duties of your job to supervisors and report any on-going/unresolved health and safety concerns to the Joint Health and Safety Committee (JHSC) co-chair, JHSC representative or safety representative.

EDUCATION and/or EXPERIENCE

Bachelor’s Degree in Civil, Mechanical, Electrical Engineering, Building Construction, Construction Management, or a related discipline is required.

A minimum of five years field experience and construction management/administration on construction projects. Must possess strong oral and written communications skills. Experience can be substituted for education on a year-for-year basis.

MATHEMATICAL SKILLS

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedures manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PHYSICAL DEMANDS

Special vision requirements include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust and focus. Must be able to climb ladders and stairs, and traverse rugged terrain. Must be able to use personal protective equipment and work in all types of environmental conditions.
