SUMMARY

H. J. Russell & Company seeks a Proposal Manager to work in collaboration with the Strategic Marketing & Business Development, Program Management, and Construction teams to identify priority pursuits, including partnering in the preparation of formal and informal client solicitations, requests for qualifications (RFQ), requests for proposals (RFP), and pre-qualification efforts.  As a Proposal Manager, this individual is a rock-star proposal professional whose work is consistently compelling, compliant, and complete.

You will be part of a dynamic, growing team, and the role is key to the success of Russell. While the job duties may fluctuate day-to-day, below are expected areas for proficiency.

Candidates will be required to take an Adobe InDesign screening assessment.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Acts as a project manager of proposal efforts, including schedule and conduct proposal kick-off meetings with market/capture leads, project managers, principals, and other pursuit team members to strategize for a winning proposal and/or presentation; identify tasks and assign responsibilities; and develop production schedule.

Leads the customization of all sections of proposals, including resumes and project descriptions.

Develops themes and differentiators, incorporating into the capture strategy and capture planning documents.

Facilitates technical staff with the development of strategic proposal responses to meet technical requirements, including understanding the scope, plan, approach, past performance, and personnel.

Conducts market research, including information gathering on potential clients, and other industry research to support the development of sales and marketing.

Documents lessons and execute actions to product process improvement and attain higher success rates.

Produces layout/format design for SOQs/proposals, including editing and graphics; prepare for digital and/or print reproduction.

Maintains content library and ensure accuracy of current information.

Enters and maintains data in the Client Relationship Management (CRM) system.

Performs work in a safe manner and actively encourage others to do the same. 

OTHER REQUIREMENTS

Continuous development of marketing and proposal writing skills through internal/external training sources, professional association memberships (SMPS, APMP, or other related society) and committee involvement.

Occasional travel may be required.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Bachelor’s in business administration, Marketing, Communications, or a related field.  Minimum of (5) years of proposal development, marketing or related experience in the architecture, engineering and/or construction industry preferred.
Advanced skills in Adobe InDesign and/or similar desktop publishing applications. APMP or CPSM certification a plus.
LANGUAGE SKILLS

Ability to read and interpret documents such as procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to apply principles of logical or thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.

SKILLS AND COMPETENCIES REQUIRED TO PERFORM TASKS

Effective oral and written skills for client presentations and technical reporting and correspondence. Demonstrated ability to interface with all levels of project teams, clients, and others.
