SUMMARY
Directs and coordinates all technical activities, including field engineering and field inspection activities to assure that assigned MARTA Contracts & Procurement, or Programs and Contract Management, or Elevator and Escalator construction, renovation or rehabilitation project(s) are completed on schedule, within budget and in accordance with the contract plans, specifications, quality and safety requirements, and all other applicable codes and regulatory requirements. Under general supervision oversees consultants and contractors implementing contracts for construction, renovation, or rehabilitation of new or existing facilities, structures, electrical and mechanical equipment and/or systems. Works very closely with functional Managers, Project Managers, General Engineering Consultants, MARTA Engineering groups, and local jurisdictions, contractors and other outside agencies to ensure the proper installation, inspection, testing, maintenance and repair of MARTA’s assets. Provides technical expertise and advice to staff and contractors for resolution of complex engineering/construction or facility problems or issues. Under limited supervision by the Manager, this position manages multiple priorities of various complexity and scope.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Direct and coordinates the work of assigned Office Engineer(s), Project Engineer(s), Field Inspector(s), and other subordinate staff to ensure that all job site technical functions, including consultant, contractor and subcontractor activities proceed on schedule, within budget and in accordance with contract requirements. Works very closely with functional Managers, Project Managers, General Engineering Consultants, MARTA Engineering groups.
Provides technical expertise and advice to staff and contractors on how to resolve complex problems or issues related to construction, renovation, or rehabilitation of new or existing facilities, structures, equipment and/or systems. Interprets requirements of technical specifications, codes and standards and applies such interpretation to contracts.
Works closely with MARTA Director(s), Project Managers, General Engineering Consultant, MARTA Engineering, contractors and affected outside agencies to resolve contract related problems and conflicts.
Develops technical scope for field change notices and letter change orders. Supports the Contract Administrator with approval of progress payments, negotiating contract changes and/or resolution of contract related claims against MARTA. Ensures that project status reports and related information is always current.
Prepares staff performance plans and performance evaluations, participates in hiring, advancement, or termination of assigned staff.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Bachelor’s Degree in Civil, Mechanical, Electrical Engineering, Building Construction, Construction Management, or a related discipline is required.
Five years of progressively responsible experience in the construction and administration of Contracts & Procurement, or Programs and Contract Management, or elevator and escalator projects are required. Extensive knowledge of contract development and contract management principles to include, design review, and contract testing is required.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedures manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS
Registration as a Professional Engineer is desired. For elevator and escalator positions certification as a Certified Elevator Inspector (CEI) from an ASME approved educational provider is required.
PHYSICAL DEMANDS

Special vision requirements include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust and focus. Must be able to climb ladders and stairs, and traverse rugged terrain. Must be able to use personal protective equipment and work in all types of environmental conditions.
WORK ENVIRONMENT
Personnel in this class will be required to successfully complete MARTA’s Wayside Access training and may be called upon at any time to enter the wayside in performance of assigned duties. Work may be performed in all types of weather and in the vicinity of high voltage.
